Don't send any signature command, if at least one of signatory persons don't have a valid email address

This setting protects a Signature Request from being partially sent out. When enabled, if any of the signatory persons on a signature command at Student level does not have a valid email address on file, Classter blocks the entire signature command from being sent to any of the signatory persons - not just the one with the missing or invalid email.
