Keep the same protocol number for applications connected to re-registered educational programs

When an Application is linked to an educational program that came from a re-registration, this setting decides whether Classter reuses the protocol number that educational program already carries, instead of issuing a brand new sequential protocol number. A reused number is also excluded from the running protocol numbering count, so it does not consume a new slot in the sequence.
