Allow applicants to add more Referees than those defined at Grade level
Referee requirements and counts are normally configured per Grade, and some Grades may have no Referee requirement at all. This setting decides whether the option to add a Referee is still shown to applicants applying to a Grade that has no configured Referee requirement.
