Allow parent to apply on behalf
This setting lets a parent or guardian register a Student even when User Types that can Apply (Admission_UserType_Supported) is not set to Both and only the Student's own sign-up form is shown. With it enabled, a checkbox appears on that form so the parent can apply on the Student's behalf instead.
