Allow applicants to submit new city options
The Allow applicants to submit new city options setting (Admission_Allow_applicants_to_submit_new_city_options) is located in (Personal Data group). It decides whether the City field on the Personal Data tab of the online admission wizard lets an applicant type in a city that is not already in the official list, or only lets them pick an existing one.
