Do not allow end users to pay installments for an academic period if there is an due / unpaid balance in previous academic periods (Do_Not_Allow_Payments_In_current_Perid_If_There_Is_Due_In_Previous_Periods) is located in Financial Settings > General Settings > e-Payments.
