When an applicant adds a discount to their own financial arrangement during a new Admission application or an online re-registration, this setting selects which discount types they are allowed to choose from. It only takes effect when no discounts have been configured at Price List level for the applicant's pricing category; if the Price List does define discounts, those take precedence and this setting is not used.
