Enable Read Only (If Has Value) for e-ID Applicants

This setting controls whether the eID field on the applicant's personal data form becomes read-only once it already holds a value, but only for applicants who registered through the Malta eID external sign-up provider. This setting affects the Personal Data tab under Admission > Profile Information, and the Add Student form used by Parents to apply on behalf of a Student.
