This setting controls whether Teachers are notified when Students submit Assignments. It applies specifically to the Assignment submission flow in the Student/Parent portal (the "Take Assignment" screen with Save Draft / Save and Submit) — it does not apply to Test or Quiz submissions, which are separate assessment types.
