Bus exception in a past date

This setting decides whether staff and parents/Students are allowed to pick a date earlier than today when creating a new route/bus exception. When it is off, the exception date is restricted to today or a future date. At Alpha Institute this setting is enabled, so staff can log a route exception dated earlier than today.
