Route types allowed in route/bus exceptions

This setting restricts which direction of route a Student's scheduled route can belong to when it is offered as a choice for a new route/bus exception. It does not stop an exception being created - it narrows the "Scheduled Student Route" list shown on the exception form to only the direction(s) allowed here.
