Lock Collected Outcomes in Re-Assessment Process

When an academic period is enabled for outcomes re-assessment, a Student can be given a second attempt at a learning outcome they did not initially meet. This setting controls whether the original, first-attempt result is locked and preserved once a re-assessment record exists for that outcome, or whether it can still be edited afterward.
