Always execute asynchronous the selected process even if the number of elements to be executed is small

Some district operations are handed to an external service to run. Classter normally decides how to run them based on how many records were selected: a large selection is sent to the background and the user is notified when it finishes, while a small selection runs immediately and the user waits for it.
