Allow Transfer to Institutes not in Classter
Controls whether staff can transfer a Student to a destination that is not an actual Classter-hosted institute. When enabled, the transfer screen also allows selecting a destination that only exists in Classter as a reference contact record — for example, an external school outside your Classter cluster — rather than a sibling institute you actually manage in Classter.
