Allow end users to transfer Students to the following list of institutes
This setting picks which institutes in the district a Student can be transferred to from the Student List and from an individual Student's profile. Only institutes selected here are offered as a transfer destination; leaving the list empty removes the "Transfer to another institute unit" action entirely.
