The statistical Teacher evaluation turns survey responses into points. This setting decides the unit those points are counted in. By default a survey contributes as a whole: one completed survey, one contribution to the Teacher's score. With the setting enabled, each answered question contributes instead, so a survey with more questions carries proportionally more weight than a short one.
