This setting turns on a check, run while a new Student or Teacher profile is being created, for whether a matching person already exists somewhere else in the district. The check can compare on ID Number, Tax ID, or both, depending on which option is selected, and it looks across every institute in the district rather than only the one the new record is being created in.
