When the setting is enabled, it means that you can allow a new route/bus exception in a past date. (Figure 1)
Example -> Institute’s name is Demo K12 Institute EU BETA
Setting -> Active

When the setting is disabled, it means that the user will not be able to create a new route/bus exception in a past date. (Figure 2)
