When a Student's educational-program status changes - for example from Pre-Enrolled to Registered, or from Registered to Withdrawn - this setting decides whether Classter announces that change to anyone. With it enabled, a notification is sent to the recipients configured in the rest of the Student Status Change group. With it disabled, the status still changes, but silently.
