Do not allow back office users to transfer STUDENTS not having at least one active arrangement.
This setting blocks back office users from transferring a Student to a new academic period unless that Student has at least one active financial arrangement in place. It is used to prevent Students without a confirmed financial arrangement from being moved forward into the next period by mistake.
