Set a STUDENT as “re-registration” only if the status in the transfer from academic period was a type of registered or graduate

When a Student is moved from one academic period to the next, Classter has to decide whether that Student’s Educational Program should be labeled as a new Registration or as a Re-registration in the new period. This setting tightens that decision: a Student is only marked as a re-registration when their status in the period they are transferring from was itself a Registered-type or Graduate-type status.
