This setting allows the applicant to submit a new application to a program for which an application has already been submitted.
Example
Setting -> Active
Applicant has two same Applications in Refresher Course (RC) Program
Setting -> Inactive
Now she can’t submit a new application in Refresher Course (RC) Program, because she has already two
