Academic Settings / Marking Settings / General Settings / Marking / Gradebook [Term Marks] Settings / Enable Free Text and List options in Term Marking
This seting allows you to choose whether Users can add free text and Choices to the Gradebook.

Configurable by Marking Scenarios as shown below
Setting -> Active
Setting -> Inactive
Can be found and is used in the Gradebook as shown below.
