Admission / Admission Settings / General Admission Settings / Basic Settings / Default Admission Status (if no application has been submitted)
When a new login user logs in without having created an application, he gets the status from the setting.
Example
Setting -> Active -> Waiting Registration
This user has no application
You can see his registration status as administrator or staff / employee as shown in the pictures below.
